The cruisers finally have the right roads. Cruisers are bad at San Andreas' mountain switchbacks and merely fine in Los Santos traffic. What they are actually built for is long, flat, straight coastal highway, which is the defining road type of the Leonida Keys and the causeways running out of Vice City. A full-dress tourer on a bridge over open water at dusk is a very specific fantasy, and this is the first GTA map that can sell it.
The biker culture is real and local. Florida hosts one of the largest motorcycle gatherings in the world, and the state's cruiser scene is a genuine cultural fixture rather than an import. That matters for GTA 6 because a Florida map without cruisers would be conspicuous in a way that a Los Santos map without them would not be. Vice City's identity has always been partly about vehicles as costume rather than tools, and a cruiser is the most costume-like bike in the catalogue.
